Dr. Pengju Zhang

Dr. Pengju Zhang is an Assistant Professor in the School of Public Affairs and Administration at Rutgers University–Newark. Dr. Zhang specializes in state and local public finance and budgeting, education finance and policy, local government studies, and quantitative analysis. His articles appear in Education Finance and Policy, Public Finance Review, Economics of Governance, Public Budgeting and Finance, American Review of Public Administration, Nonprofit and Voluntary Sector Quarterly, and Publius: The Journal of Federalism. He received his Ph.D. in public administration from the Maxwell School of Syracuse University in 2016.
