Assembly Lawmakers Advance Bill Allowing Alcohol Sales at Movie Theaters – On May 14th, the Assembly Oversight, Reform, and Federal Relations Committee advanced Bill A4666 that would allow qualifying for-profit movie theaters in New Jersey to obtain special liquor licenses and sell alcoholic beverages during movie screenings. The bill would establish a new license category exempt from existing population-based liquor license limits, with an initial fee of $210,000 that could be reduced if theaters sell products from New Jersey breweries, wineries, and/or distilleries. The legislation does not yet have a companion measure in the Senate.

Bill to Incentivize Farmland Preservation Advances in NJ Senate – Introduced on May 11th and sponsored by Senator John J. Burzichelli (D-3), Bill S4161 would raise the State Agriculture Development Committee (SADC) cost share grant rate for nonprofit organizations acquiring farmland development easements or purchasing farmland from 50% to 80%, matching the rate already available to local governments. The measure also maintains requirements that farmland acquired in fee simple be resold or leased with agricultural deed restrictions to ensure continued agricultural use.

 

Education

Bill to Target Transparency in School Construction is Introduced – On May 11th, Bill A5032 was introduced by Assemblyman Alex Sauickie (R-12) in response to concerns over potentially “no-bid” school construction and lease agreements in New Jersey. The bill would require low-wealth districts receiving construction funds from the NJ Schools Development Authority to seek at least three lease proposals before signing a lease agreement with a developer to construct a school building. Under the legislation, schools would be mandated to implement a transparent scoring evaluation system, and the district would be required to comply with public notice requirements.

 

Transportation

Driverless Car Pilot Program Advances in the Senate – On May 11th, the Senate Transportation Committee advanced Bill S1677 that would establish a three-year pilot program to test autonomous vehicles on public roads in the state. Sponsored by Senators Andrew Zwicker (D-16) and Gordon M. Johnson (D-37), the bill would create a dedicated task force to assist state transportation officials in developing protocols for autonomous vehicle incidents, including crashes and operational disruptions. Also, it would require companies operating driverless vehicles to meet safety and reporting requirements while allowing the NJ Motor Vehicle Commission to oversee testing and data collection. Reports indicate this is the second time the bill has been introduced. In the last legislative session, it advanced through the Senate’s transportation committee in November but ultimately stalled due to industry and safety concerns.

 

Health

Bill to Protect Transgender Patients and Providers Advances – On May 14th, the Assembly Health Committee advanced Bill A2218 aimed at shielding transgender patients and healthcare providers from civil and criminal penalties related to gender dysphoria treatment, and expanding protections for reproductive healthcare services. Companion Bill S2260 sponsored by Senate President Nicholas Scutari (D-22) and Senate Majority Leader Teresa Ruiz (D-29), had already cleared the Senate Health Committee earlier in the week and now moves closer to full legislative approval. Reportedly, the amended proposal removes explicit references to “gender-affirming care,” instead defining protected services more broadly to include treatments supporting a person’s gender identity.
